Vital Records: Order online and pick up at Oakland location. Note: Only the applicant listed on the order will be allowed to pick up the certificate.

Official Public Record Copies: Order online and pick up at Oakland or Dublin location.

Marriage Services: In-person marriage ceremonies by appointment only, at our Oakland location. Note: A valid California marriage license is required before a ceremony can be performed.

The California Secretary of State’s office in partnership with the Alameda County Auditor-Controller/Clerk-Recorder Agency will be hosting an Apostille Pop-Up Shop at the Dublin Public Library. Anyone looking to have their records authenticated for international travel will have an opportunity to do so at this one-day event.

There is limited metered street parking.
The Recorder’s building is a few blocks from Lake Merritt BART station.

  • Issuance of marriage licenses
  • Filing of environmental impact reports
  • Para-professional registrations including: process servers, professional photocopiers, legal document assistants (LDAs), and unlawful detainer assistants (UDAs).
    All individual/employee paraprofessional applicants must include 2 passport photos along with the bond, application, and payment.
